You might want to consider limiting this. When we were considering
putting up an XLink-based annotation system at Fourthought, we spoke to
our lawyer, and he recommended limiting the domains available for
annotation to a selected and controlled set. Apparently there is some
history of potential legal issues with third-party site annotation.
