[xmlschemata] Annotations

I have installed a new goodie on XmlSchemata: Crit [1], is an annotation
system which can be used to annotate the content of XmlSchemata.org.

To use it, you just need to point your favorite browser to
http://annotations.xmlschemata.org and enter the URL which you want to
annotate.

For instance, to annotate the xvif proposal itself:

http://annotations.xmlschemata.org/nph-med.cgi/http://downloads.xmlschemata.org/python/xvif/xvif.html

There is no restriction on the sites which can be annotated but I would
advise restricting ourselves to sites and pages related to the target of
the XmlSchemata.
