[xmlschemata] xvif 0.1.3

I have uploaded a new release of xvif, 0.1.3 which even though not a
major release is fixing a couple of bugs related to the core Relax NG
datatypes and I have taken this opportunity to add a basic yet general
mechanism to plug datatype libraries.

The only datatype library which is implemented is the core type library
of Relax NG and that doesn't change a lot for the users but this is
still a small step in direction of a full support of type libraries!
