[reg-frag] Test suite

Hi,

I'd like to propose to publish an implementation independent test suite
for Regular Fragmentations.

We could use a XML format similar to the one used by James Clark for his
Relax NG test suite [1]. Basically, this is a big XML document with all
the tests and this has the advandtage that you can select the tests
relevant to the pieces which you've already implemented through a simple
XPath expression!

I can use the tests from my own unit tests [2] to propose a first
version of the test suite if you find it a worthwile idea.
